Sailmakers: A Landmark Co-Living and Heritage Restoration Project

Project Overview 

BB Partnership has delivered a transformative mixed-use development in Limehouse, Tower Hamlets, bringing together co-living, co-working, office, and retail spaces while restoring a Grade II listed sailmakers warehouse. Spanning 110,000 square feet, the scheme integrates three new buildings alongside the historic warehouse, creating a vibrant, community-focused environment that respects its industrial heritage. 

Context & Site Considerations

This complex canal-side site, located between Commercial Road and Limehouse Canal, had previously seen multiple unsuccessful development attempts. Challenges included: 

  • Navigating conservation constraints, as the warehouse was listed on Historic England’s Heritage at Risk Register. 
  • Engaging with multiple stakeholders, including TFL, Tower Hamlets Council, and Historic England. 
  • Designing for co-living without established standards, requiring an adaptive approach to meet emerging housing needs. 

Design Approach 

BB Partnership developed a contextually responsive design, balancing new-build efficiency with heritage sensitivity: 

  • Three new buildings, including:  
  • A residential block with retail at ground level, providing nine homes. 
  • Two co-living buildings, offering 134 apartments with communal living and working spaces. 
  • Restoration and adaptation of the Grade II listed warehouse, ensuring its sustainable long-term use as an office hub. 
  • Eclectic architectural expression, reflecting the diversity of the local area while maintaining cohesion through materials, massing, and form. 

Sustainability & Environmental Strategy

The project incorporates sustainability best practices to meet modern efficiency standards while respecting the site’s historic fabric: 

  • Adaptive reuse of the listed warehouse, minimising embodied carbon impact. 
  • High-performance glazing and insulation, enhancing energy efficiency. 
  • Sustainable drainage systems, ensuring responsible water management. 
  • Green infrastructure and urban greening measures, supporting biodiversity. 

Public Realm & Community Impact

Sailmakers enhances the local urban environment by: 

  • Restoring a key heritage asset, bringing the former industrial space back into active use. 
  • Activating the ground floor with retail and office space, fostering a dynamic street-level presence. 
  • Improving pedestrian connectivity, ensuring seamless integration with the wider Limehouse area. 
  • Creating a co-living and co-working community, catering to modern urban lifestyles. 

Planning & Stakeholder Engagement

The project required extensive collaboration to secure planning approval on the first attempt. Key aspects included: 

  • Pre-application discussions with Tower Hamlets Council, ensuring policy alignment. 
  • Negotiations with Historic England and conservation officers, securing support for warehouse adaptation. 
  • Engagement with Transport for London (TFL) to address transport and access considerations. 
  • Consultation with local stakeholders, refining the scheme’s design and impact strategy. 

Delivering a New Model for Urban Living 

BB Partnership’s role in design, consultation, and project delivery ensured that Sailmakers achieved its full potential as one of London’s first co-living schemes. The development sets a benchmark for mixed-use regeneration, combining heritage preservation with contemporary urban living.
