Project Overview 

BB Partnership has successfully delivered a phased mixed-use redevelopment at 82-84 Mitcham Lane, balancing commercial viability with residential growth. The scheme integrates heritage preservation with contemporary urban living, transforming the site into a high-quality residential and retail development. Through a dual-phased planning strategy, the project delivers 17 new homes while retaining active commercial frontage on the high street. 

Context & Site Considerations 

The site originally comprised: 

  • A vacant rear warehouse, formerly used for furniture restoration. 
  • A Victorian-era pair of villas, featuring ground-floor retail and upper-level storage. 

Located within the Mitcham Lane Local Centre, the scheme required a sensitive approach that preserved heritage elements while optimising density and functionality for modern urban living. 

Planning Strategy & Approach 

BB Partnership employed a dual-planning approach, ensuring a cohesive transformation: 

PHASE 1: Class ZA Prior Approval for New Residential Development

  • Demolition of the existing warehouse and replacement with a nine-unit residential block. 
  • Industrial-style contemporary design, referencing the site’s historic character. 
  • Mix of eight one-bedroom and one two-bedroom apartments, meeting modern space standards. 
  • Car-free scheme with secure cycle parking, supporting sustainable transport. 

Phase 2: Full Planning Application for the Victorian Villas 

  • Retention and restoration of the Victorian façade, preserving local character. 
  • Optimised internal layouts, converting upper floors into eight self-contained flats, including a three-bedroom unit. 
  • Mixed-use functionality, maintaining 89 sqm of ground-floor retail to sustain high street vibrancy. 
  • Four-storey side and rear extension, increasing residential capacity while respecting heritage constraints. 

Design & Sustainability Strategy 

The development integrates modern design principles with heritage preservation, ensuring long-term value: 

  • Warehouse-inspired aesthetic in the new-build, featuring dark Crittall-style windows and textured brickwork. 
  • Thermal performance enhancements in the Victorian villas, improving energy efficiency and daylighting. 
  • A landscaped courtyard, linking both elements and providing communal amenity space. 
  • Emergency vehicle access and fire safety compliance, seamlessly integrated into the design. 

Public Realm & Community Impact 

This project enhances the local urban fabric, ensuring a balanced, well-integrated streetscape: 

  • Retention of commercial frontage, reinforcing the high street’s activity. 
  • Pedestrian-friendly layout, improving accessibility and connectivity. 
  • Soft landscaping and communal areas, supporting urban greening. 

Planning & Stakeholder Engagement

The scheme was developed in collaboration with Firstplan planning consultants, securing approvals through a combination of: 

  • Class ZA Prior Approval, enabling warehouse redevelopment. 
  • Full Planning Application, ensuring the sensitive adaptation of the Victorian villas. 
  • Close coordination with local authorities, optimising commercial and residential coexistence.
