Project Overview 

BB Partnership has secured planning and listed building consent for the sensitive restoration and adaptive reuse of Fulham Town Hall, a Grade II listed building*. Once a civic landmark, the historic structure will be transformed into a 90-bed hotel with co-working spaces, hospitality, and event facilities, ensuring its long-term sustainability while preserving its architectural significance. 

Context & Site Considerations

Originally constructed between 1888-90 and later extended in 1904-05 and 1934, Fulham Town Hall is an integral part of Fulham Town Centre’s built heritage. Following the relocation of council operations, the building remained underutilised, placing its future at risk. The challenge was to reintegrate it into the urban fabric while maintaining its civic identity and public accessibility. 

Design Approach

BB Partnership’s approach balances heritage preservation with contemporary functionality, ensuring that new uses are accommodated without compromising the building’s historical integrity: 

  • Retention and restoration of original features, including stone façades, decorative ceilings, and timber panelling. 
  • Careful internal modifications, introducing modern amenities while preserving key heritage spaces. 
  • Adaptive reuse of key spaces, including converting the Grand Hall and Council Chamber into flexible event spaces. 
  • A new restaurant and bar, ensuring that the building remains open and accessible to the public. 

Sustainability & Environmental Strategy

Adapting a heritage building to modern environmental standards required a strategic balance between conservation and sustainability: 

  • Secondary glazing, improving thermal performance while preserving original windows. 
  • Discreet insulation improvements, respecting the listed fabric while enhancing energy efficiency. 
  • Sustainable heating solutions, including air source heat pumps and electric heating. 
  • Enhanced ventilation strategies, maintaining air quality without altering the façade. 
  • Sustainable drainage measures, ensuring compliance with planning policy requirements. 

Public Realm & Community Impact

Fulham Town Hall has historically served as a civic and community focal point. The approved scheme ensures that it remains integrated into the local fabric: 

  • A new restaurant and bar, welcoming both guests and the public. 
  • Flexible event spaces, hosting cultural, business, and community events. 
  • Restored public realm elements, enhancing the building’s relationship with its surroundings. 

Planning & Stakeholder Engagement

The project was developed in close collaboration with local conservation officers, planning authorities, and heritage consultants, ensuring that all interventions were justified and sensitive to the building’s history. Fire safety, accessibility, and acoustic strategies were carefully considered to meet modern standards without detracting from the character of the interiors. 

Key approvals include: 

  • Planning and listed building consent, securing the building’s long-term future. 
  • Fire compartmentation and upgraded fire-resistant doors, ensuring safety without altering heritage features. 
  • Acoustic glazing and noise attenuation measures, allowing for a functional hospitality and event space while minimising disruption.
